Someone is blocking calls to my cellphone. How is this being done?

Someone is blocking calls to my cellphone. I’ve been told numerous times that when someone attempts to call my cellphone, the person hears continuous beeps or a message stating that the phone is not in service.
Can some please explain how this is being done.
BTW-I will be calling my provider to ask for a new number and a credit.

The issue is not bill related. I think someone is tapping my phone and is blocking my calls in the process.
Does anyone know how they are doing this?
BTW- I have not engaged in any criminal activity.
