I have a Samsung Blackjack PDA phone. and I want different ringtones. but i cant do it?

I have software at home that i bought from best buy to make my own ringtones. and when i send them to my phone they go into my media file. So when i try to transfer it it doesnt work.
and there is no button for me to “set as ringtone” or anything of that sort. can pda phones not recieve ringtones? do they have to be bought through my carrier?
