How do I activate my Blackberry Pearl on Virgin Mobile when an account is suspended?

I recently bought a Blackberry Pearl from someone. I tried activating it online and it says the account is suspended. I talked to a customer rep, and she told me that the person who had this phone before owes money on it and I can’t activate it until they pay it off.
Is there any way to start fresh with a new account and phone number, and let the other person deal with the bill?
