Generally speaking, there are no free ways to use GPRS / Data on mobile phones.
Data plans can be costly when using them for personal use only. I tend to buy PDA phones with WIFI, and try to pick up signals when in the city.
I am not completely sure if there is a way to get GPRS for free.
