Can I just replace the SIM card from my current Nokia? What does unlocking mean and who does it?

nokia e90 is a GSM phone it will work on any carrier and since its quad band it will work in USA,ASIA and some parts of the country. you will notice if your phone it locked co’z if you use other sim card it wont work. as long as it is not locked to any carrier it will work in usa on any carrier
